If you are shopping for the best SOP software for a small business, the hard part is not finding tools. It is that most comparisons are written for companies with a hundred people and a training department. This one is for businesses of one to fifty, and it says where each tool is the wrong choice.

What is each one actually for?
Edessa
I built this one, so weigh it accordingly. You hit record, do the task, and talk through it as you would for a new hire. What comes back is a numbered workflow with the button names and field values that were on screen, a screenshot and an automation tag per step, and a flag on anything you glossed over. Every workflow also exports as a portable AI Skill, so Claude or ChatGPT can run the process instead of a person reading about it.
Strength: Voice and any-app screen capture on the $5 plan, plus a gap check that flags what your narration skipped
Scribe
The incumbent, and good at what it does. A browser extension, plus a desktop app on Pro, records your clicks and writes them up with screenshots, and Pro transcribes what you say into the steps. Check the seat math: the cheaper Pro Team rate starts at five seats, so a business of two or three either pays for five or pays the Pro Personal rate. Real entry point for a team of three, $65 to $105 a month.
Strength: Fast capture and a clean finished guide, with a big install base
Tango
Close enough to Scribe that the choice comes down to the free tier and the per-user price at your headcount. Worth pricing both at your actual number of people rather than reading the headline rate, because both tools change price at a seat threshold and the thresholds are different.
Strength: Free plan covers 5 shared workflows and up to 10 users
Trainual
Closer to a company handbook than a step recorder, and the strongest option here if the real problem is getting new people through the same material. They publish no prices, so every conversation starts with a demo, and there is a $1,000 one-time implementation fee on top. Under 25 people, you are below their stated range.

Process Street
This is for running a process, not documenting one. If the weekly close or a client onboarding has to happen the same way every time, with somebody accountable for each step, that is what it is for. Prices are sales-led, though you can trial Pro without a card.

SweetProcess
Documentation first, with pricing that is simple to read: one rate up to ten people, then a small amount per person, with a separate smaller-team price on request. It has AI that drafts a procedure from a title and a browser plugin that records clicks into steps, so what it misses is the reasoning you would say out loud.
Strength: Straightforward flat-rate pricing for a small group, with a money-back guarantee
Whale
Understand the pricing model first. You are charged for creators, not readers, so ten people can read for free and the cost starts when a second person needs to write. If one person owns documentation at your business, the free tier goes a long way.
Strength: A usable free tier with a step recorder and video-to-SOP, capped at 20 documents
Notion
Not an SOP tool. It is here because you may already pay for it. You can build a good procedure library in Notion. You also have to build it, maintain the structure, and supply the discipline, which is the hard part.
Strength: Cheap, flexible, and already in the building
So which should you pick?
Start with the shape of your problem, not the price. Click-through work in a browser points at Scribe or Tango, priced at your headcount. Onboarding with tracking points at Trainual or Whale. A recurring checklist with accountability is Process Street. A plain library you maintain yourself is SweetProcess, or Notion if you already pay for it.
Use Edessa if the knowledge is stuck in one person’s head and you want the write-up to work inside the AI tools you already use.
